MILFORD - Two lanes of I-95 are closed after an accident involving a tractor-trailer truck and a backhoe Wednesday afternoon.

The accident has closed the southbound right and center lanes between Exits 36 (Plains Road) and 35 (Schoolhouse Road/Bic Drive).

Haz-mat crews are on the scene because the saddle tank of the tractor-trailer truck has ruptured.

The accident happened at 1:03 p.m., according to the state Department of Transportation.

About 45 minutes after the accident, southbound traffic is backed up nearly four miles to Exit 40 (Woodmont Road).

Highway cams show the tractor-trailer truck and the backhoe blocking the left lane and shoulder.

Two lanes of traffic are getting by the accident scene with speeds knocked down into the single numbers.

At 1:31 p.m., southbound traffic speeds are averaging 17 mph, according to DOT.

The nine-mile trip from the Milford connector to Route 8 in Bridgeport is 32 minutes; without an accident or traffic it would take 10 minutes.
