Residential properties top list of town's delinquent tax bills

Total value of the 25 largest delinquent tax bills owed to the town of Fairfield is a combined $1.3 million in back taxes, interest and fees, according to a list compiled by the Tax Collector's Office at the request of the Fairfield Citizen.

As of Feb. 13, four of the taxpayers on the current tax-delinquent list were on the list last year -- three homeowners and one developer.

First on this year's list is GLAD Enterprises, LLC, owner of the residential property at 963 Fencerow Drive, which carries a total bill of $95,714 in taxes and interest due this year.

The property, described on the Vision Appraisal website as estate style, includes a six-bedroom, eight-bathroom home totaling 10,541 square feet, with an in-ground pool, on 2 acres.

It was purchased in 2003 for $5.5 million from 963 Fencerow Developers by Glenn L. Manigault, who is listed on state records as a member of GLAD Enterprises, LLC, with an address in Highland Mills, N.Y.

The home is appraised at $7.25 million and assessed at $5.07 million. The tax bill is $89,036, and another $6,677 is owed in interest.

Marilyn Herlin is second on the list with a bill of $76,159 from the 2008 grand list owed on her property at 940 South Pine Creek Road. Herlin was also on the list last year, when she owed $47,844 dating back to 2006.

Also on the list for the second year in a row are Candace and John Fraser, whose delinquent taxes and interest of $74,584 date back to 2009 grand list. Previously, they owed $40,446 dating back to 2008.

The fourth largest delinquent amount is owed by Nancy Tauck, who has an unpaid total bill of $64,000 dating from 2007 on property at 1121 Westport Turnpike.

The first commercial enterprise on the list is at the No. 5 spot -- Exide Group Inc., which owns property at 2190 Post Road, the site of a former battery manufacturer where there is currently debate over plans to clean up lead he factory leached into the Mill River. The property tax bill of $62,611 was due this year.

Other repeat offenders include Munson Builders, Inc., which owes a total of $49,039 for property at 909 and 921 Kings Highway West, which last year owed a total of $85,563 on seven different properties dating to 2001, and Jeffrey and Toni Zeleny who owe $38,297 on their property at 58 Stirrup Hill Road from 2011.

"The reason there are fewer repeats I believe is due to the tax sale we held in July 2012," said Tax Collector Cinda Buchter, who was hired last year following the retirement of Stanley Gorzelany. She said that since she is still relatively new to Fairfield, she couldn't comment on the likelihood of these back taxes being collected, adding she would have to do a comparison of this year's list and last year's.

"I look forward to being able analyze some of the issues with the delinquencies and working with the taxpayers," Buchter said.
