With winter's first significant snowfall bearing down Thursday on Fairfield and the rest of southwestern Connecticut, tow officials announced delayed the Friday openings of several public institutions.

"Non-essential personnel" are expected to report to work an hour and one-half later than usual.

Sullivan-Independence Hall and old Town Hall are expected to open at 10 a.m. Firday, officials said Thursday, and the Fairfield Public Library will open at 10:30 a.m.
