Timothy P. Philbin, 24, of Margemere Drive, was charged Wednesday afternoon with attacking his girlfriend Oct. 18 while they were driving on Interstate 95.

During a verbal argument, police said, Philbin allegedly grabbed his girlfriend by the wrist, arms and neck. The incident was reported to police Oct. 24, according to the report.

Philbin was charged with third-degree assault, second-degree reckless endangerment and second-degree strangulation. He was released on a $25,000 bond and was scheduled to appear Oct. 30 at state Superior Court in Bridgeport.
