Troy Moore, 19, of Worcester, Mass., was charged with creating a public disturbance, possession of alcohol by a minor and public drinking around 12:30 a.m. Sunday after police were sent to investigate the report of a man urinating on an exterior wall of a local smoke shop.

Moore claimed to police there was no bathroom inside the Sky Hookah Lounge, 689 Kings Highway East, and he needed to relieve himself, according to the report.

Moore had also taken an alcoholic drink outside, according to Sgt. Suzanne Lussier, a Fairfield police spokeswoman, who added he was "unable to stand without assistance."

The charges lodged against Moore, said Lussier, are payable-by-mail infractions.
