Jamie Philips, 50, was arrested on a warrant Tuesday morning, charged with setting fire to a kitchen in an apartment at 19 Shoreham Terrace in November 2009.
Philips, whose current address was not available, was charged with first-degree arson and insurance fraud.
According to the police report, Philips said she spotted smoke coming from her kitchen windows when she returned from walking her dog. She went to a friend's house to call for help.
Fire officials said, however, that all the windows in the apartment were closed when they arrived and none of the glass had broken. On the stove, firefighters found a glass candle holder and a rag that was partially burned. The fire caused damage to the kitchen walls, cabinets and ceiling before burning out.
Philips was held on a $5,000 bond and was scheduled to appear in court on Tuesday.
